Erm, is it going to be your first attempt? I'm guessing yes, so then I'd say do a lot of research on forum... With that sort of shape, it's going to be hell lot of work, even if you have hell lot of spare time... It will be very difficult to get it symmetric as well... And you'd need to do it on the car, so that means it would be off the road for some time... Firstly, get yourself some 2 part foam (or AB Foam as it's called in USA), some scrap cardboard and a lot of duct tape. Tape the cardboard to the car in order to make a box for foam (just make sure it has no holes, even if there is the tinniest little gap, the foam will find it and leak out), then fill it a bit with foam, wait for it to cure, top up a bit if required, leave to cure for around 24h, then get rid of the cardboard and start shaping. Get yourself a sharp long knife, a lot of sanding paper and patience... Check out my channel for 2 vids of what I've got done so far...

my project hasn't progressed far since then mainly because of lack of time... And no, I'm not doing mine on the car mainly because I have spare bumper, so I'm doing just basic work on it, then rest of proper stuff I'll do when I attach it to the car...

Well, I was just lucky and got myself a spare new bumper off eBay for few quid. I cocked up the first one last year. Did it last year on original bumper without any proper research and made more mess than it was worth it... Still driving with it though...
And basically, you answered your question. Do the mold of the inside of bumper, mainly the outline and mounting points. Just make sure it won't warp and get misshaped otherwise you'll be swearing a lot when trying to fit it. That mould will have to be well stiff before you pop it off.
I'm still driving with that old crappy bumper on mine and I keep swearing at the way it looks. The only good thing is I mainly drive at night... Trying to do the new one before my wedding, but not sure if that will happen unless there will be some freakin' miracle...

Oh, by the way, never use foam in spray can. It's too flexi, too soft, air bubbles are way too big and it's waste of money. Oh, and some of them get eaten away by the resin. You'll end up spraying loads of layers of it and struggling to get the right shape. Better go for that AB Foam as you folks call it across the ocean

Good luck with it! I'll subscribe for sure to your build thread, as your design looks complicated as hell and I want to see how it turns out! Plus I need to get my inspiration back, as I didn't do much with my project for last few weeks.... Had some tough time, British Home Office wanted to deport my fiancée back to Argentina because she overstayed her visa, because they kept her passport too long... Eh, anyway, enough of my crap, just don't give up mate, that's the worst thing you can do in middle of your project!
