okay...best thing to do since it's mostly just some clear fogging up on you.
Get the hood sanded down with some 320 gritt, move up to 400-600 and so forth and get a shop to re-clear the hood for you.

you won't kill the weave by a light sanding. If you dig in too deep you will yes, but by the sounds of it a light sanding and re-clearing will do the trick for you.

If you sand and you start to see BLACK dust, then you have hit the weave!

wouldnt you re-clear CF with epoxy resin not actually clear coat paint? I might be way off since I have never used Carbon Fiber but I thought the clear was epoxy resin. and Im asking because of the comment of "Ive painted and cleared but never cleared over carbon" seems like you think your painting it on.

Yeah Over the carbon you use a paint clearcoat as far as i have always known....and the reason for the fogging is cheap or thin clear to begin with....I may be wayyyyy off but I have always thought that way.....and know plenty of people to have the hood recleared and they go to paint shops to do it.

I think you are both right. The clear finish on a carbon fiber hood that you see is a clear epoxy based gelcoat. Its the first thing that is put down in the mold.. The weave is then put over it. That being said I don't think that you could spray more gelcoat over it as gelcoat sprays very lumpy/orange peelish. I do think that it is common practice to lightly sand and add clear to carbon fiber parts that have started to dull. And I am pretty sure that regular automotive clearcoat is what is used.

the epoxy resin is clear yes...it is self leveling yes...however it still leaves waves and uneven spots on your surface. It is sanded smooth, then cleared over with a spray afterwards just like paint is cleared on a car.

The clear coat will give your hood the uv protection it doesn't get from the epoxy resin. This will help prolong you from having to repeat this process a few years from now.
